7 simple steps to Connect a new pipework branch:

The hot tapping compatible ball valve saddle is welded or bolted onto the main pipeline
A ball or gate valve is connected to the flange of the saddle
The hot tapping drilling machine is mounted to the valve and the assembly pressure tested.
The main pipe is drilled and a pressure gauge confirms the pipe penetration.
The valve is closed and the hot tapping machine removed.
The new branch pipeline is connected to the valve (welded or bolted).
The Valve is opened connecting the new pipework branch
